But that’s me, and I shouldn’t be shamed and made to feel inferior for just asking the question and then subsequently forming a personal conclusion. 

Borrowing against equity is effectively the same as a refi, but likely with inferior terms.

Any amount you “save” Will be lost in inferior advice, execution, or opportunity. 

Meanwhile, A properties get hit with negative rent growth and concessions but don't suffer as bad in terms of turnover, delinquency and evictions because they can attract the good tenants that still have jobs just by lowering the rent and undercutting inferior properties. 

Since the 2nd is inferior, it is wiped out.

They might have lower fees due to inferior tools or abilities. ( Talking in generalities and not this specific situation.)I do not look for cheap I look for VALUE.

ask  lender if there is a value  reconsideration process that can be done ….if there is - you normally need to  provide factual  information about any  errors on the appraisal and also   sales  comparables you feel that should be used that the appraiser  didn't use or  missed …….also  worth noting - often appraisers  will try to " bracket a propertys value  meaning  trying to locate a  nicer comp /  an inferior comp and a similar comp …...so maybe the  other comps  found / used  created this lower figure ?
