Sure, more renters is more taxes, but more renters is more people and more people is more traffic and more traffic means more roads, traffic lights, pollution, etc. - which means more expenses for the city.

Richmond area has the issue of oil refineries and environmental air pollution (that is noticeable when outside).

All my investments are in Kern County and what I have noticed is that manufacturing and energy/pollution intensive industries are the ones in our county which are being forced out.

When I was there Manila in particular was a real rat hole - mostly run down places, shacks even, known for lots of meth activity, and virtually ran along the highway, so noisy, and then there was the pollution and stench from the nearby paper mill.  

I believe the lake is very badly polluted.

Just a tip, you can obtain a pollution insurance policy that would respond in the event of a spill.
