The story I am getting is that the man who hit the other tenant was mad about flowers getting planted in a common area.

I just need to cover up the stump with mulch and flowers to hide it.

We actually have garden apartments and our issue is tenants leaving kid's toys and bikes in our newly landscaped flower beds, crushing the plants.

I still hope to continue beekeeping and growing cut flowers to keep the land in farm use and to generate a small amount of cash flow.    

You might consider adding a small flower planter to the bottom of the windows if you can also figure out how to get a water line to them from your irrigation system.
