For walls I spray with one of the various neutralizers for pet urine on the walls. after dry,  follow up with a vinegar solution.

Weak link in the plumbing... it's probably not the actual toilet. 1. put 1/4 cup baking soda in toilet bowls and sinks 2. then a cup of vinegar, it will bubble, let it sit an hourflush, rinse sinks with two cups more or less of boiling waterThis should cut out the bacteria high up in the drains for a couple weeks.I would give the tenant a big box of baking soda and walmart gallon bottle of vinegar and notsend a plumber.

(I also read leaving out bowls of vinegar would do something similar so I tried that but I felt the coffee worked best — maybe alternating between the two helped though).

I put about $800 in it for labor and and about 40 gallons of vinegar and about 20 pounds of baking soda to get the dead animal smell out of it.
