If you use the cash wisely and time the refinance correctly you can buy another home refinance on the ARV or 6 month mark and pay off or down the original cash and lower the rate back to normal.This is how to wisely use equity and leverage to maximize your buying power and keep monthly out going costs/debts as low as possible.

Would it still be wise to invest in lower priced houses prime for this residency as the need for low cost housing will still be present after the subsidy ends?

There are options exterior wise AND in our approach to tenants (there are definitely a few problem units that make the area feel unsafe).Boosting rent would be great, but the real goal is to create an environment where residents want to pour back into the community and where people FEEL safe. 

But in your situation, if I had to rank buying in a place that allowed STRs and buying in a place that had slightly better numbers but was less secure regulation-wise, I'd opt for the former.
