I'm don't think that just carpet / rugs will be enough to stop the walking noise that's being made.

Maybe new rugs, some fresh paint. 

We knew that by allowing pets, we would need to schedule deep cleanings every so often but we had dog hair everywhere, mud marks on the door like it had been scratching to get outside, paw marks on the rugs, sheets, etc. 

I think it would be super weird to try to require someone to use rugs.

However, unhelpfully, someone came to look at the apartment yesterday and remarked that they could "Smell cats" in the apartment- and this was after the previous tenant with one cat had vacated, and I had both used baking soda and rug shampooed the carpets.I can't smell anything, but I can imagine how bad it will be after a tenant with two cats!  

Excuses, dodging - made me feel payment performance was improving only to rug pull and not pay.  3 day notice posted. 

Apart from getting rugged periodically and things dropping 90% overnight, lol.  

An antique persian rug made of wool is vastly superior to a nylon one from Lowe's.
