Hi Dan,You may have found their info. by now, but some local Madison investor groups are the AASCW (Apartment Assoc. of South Central WI) and WiscoREIA Madison.We have done some long term live in fixer uppers (gutting kitchen, baths, finishing basements) while living there several years and then selling and getting the homestead capital gains tax exemption.   

I'm in WI and open to buying a property pretty much anywhere. 

This could be one idea for you fi the goal is to raise money to develop the courts and have the nonprofit own them.

I would request security deposit and renters' insurance as well.
