Not that this is the case, but sounds like perception of the other members.

It's better for society as a whole if the people working the high-paying jobs live near them.

Let society impose general taxes and then subsidize the necessary tenants. 

This is a 2 income society. 

Did you ask what non Section 8 rent would be.. most of the time in those markets I find folks go for section 8 because not only the perception of guaranteed rents  the HUD rents are also higher than the market rents.. other wise why use the system everything being equal..

It's not very difficult to see (for me, at least) how many of these left-leaning tenant laws subscribe to the ideas touted by socialism, which is an idea borne by those with a liberal mindset regarding society. 

Ultimately the nature of a great society is having the capacity to share opinions whether we agree or disagree with them. 

This is especially important in a society that increasingly demands instant gratification ("Why can't I get a phone app to do everything related to the investment with just one click"?)
