Yes, people may violate your policy (exterior cams might help with that) but then fine them on the large side.

I cringe when I hear stories of people watching their doorbell camera, backyard cams etc., and generally being invasive with their questions.  

There is nothing wrong with discriminating against sex offenders.

I will be renting to sex offenders at 800-1000 per bedroom.

The only thing I can think of- and again, there's a balance, is the use of exterior cams (disclosed upfront) on the property and hope that's somewhat of a deterrent to those who don't want their license plates captured, etc.
