Chicago landlord/tenant rule indicates repairs need to be done by 14 days, however, the remedy seems to be the tenant can self help, or withhold rent.

But I also do not do things like disposing of tenant possessions or other items that can result in getting sued (I.e. unlawful rent increases, illegal deposit with holding, not meeting basic housing requirements, illegal evictions, etc).Even with me abiding by the rules, I get threatened for law suit regularly.  

Yet, when I initiated a withdrawal, I was met with a complex set of terms, penalties, and withholding conditions that were never clearly explained beforehand.

I’ve never considered cash for keys as an option, and don’t recommend it but if there is a situation where someone were to do it for whatever reason, just be sure to withhold that payment until the tenant is completely out, property is fully inspected and found to be in acceptable condition and locks are changed. 

If you are going to be giving her the deposit back, I would replace the locks and withhold the cost from her deposit.

The government has been intentionally withholding on foreclosing on FHA borrowers.But since the beginning of the year that has started to change.Now, the foreclosure process is starting up again.
