Second, I don't know which state law you are speaking about, but in most places even through an eviction/ejectment it is often VERY VERY difficult to collect on any monies awarded in the judgement.

The work that is left it will be cover by the grant LHRD that recently was awarded to our county.

The water bills and damages can be awarded, but also be aware that it might be pyrrhic victory - you can't squeeze blood out of a turnip. 

Id take it to collections if awarded judgement unless a judgement does follow in the way you say.
