Being a long term resident of San Antonio, I am perplexed as to where in San Antonio that it is so impoverished that it garners intervention of the federal government.

well because you run the risk of govmit intervention on those systems.too much risk for me given the dollar amounts.. most bigger players in the space will not buy these either. 

I am not sure if once documents are in the "pending" list if there is human intervention or not.
