This paper backing is a vapor barrier and will trap moisture in the attic and you will have mold from the moisture trapped by this.

However,even if an apparently abandoned property is not already open when I become involved with it, I am very confident that in every instance I can make a solid case in court that it was reasonable for me to believe the actual owner of an apparently abandoned property would have allowed me "to enter or remain" as provided for in section (3) of the law quoted above.

If they are power hogs or water wasters let them deal with the bills themselves.Trash should be the only thing covered by rent to insure service every week and doesn't get stopped by non payment.Don't give them an excuse to let garbage pile up and attract insects and government fines.
