@KJ, another idea is to call one of the board members, either the treasurer or chairman (no guarantee they aren't idiots but you might get lucky) and ask around about the problems the association is facing and whether there are rules against investors (being able to rent or maybe too high of a ratio of landlords) that they could share with you.
