It seems there are a couple of ways to get an exemption from the 5% conversion fee upon sale of each unit.

The listing agent has already advised the seller on multiple things like preparing the home for sale, pricing, marketing strategy etc. and they have a fiduciary duty to them as well as a relationship with them prior to you coming along. 

However I have completed tax foreclosures before a sale was completed.
