To me, I would just make sure wherever you are driving this traffic to (website, phone call, etc) you are tracking where they come from so you know what your cost per lead is, and then start focusing your ad spend on the avenues that are bringing the most leads.

Your description sounds like a low income, crime infested, heavy traffic neighborhood, near the freeway.
