In that case you’re totally right - go cheap, because you never know when the owner needs to move back in or the HOA changes or the legislation deems multi-tenant units illegal.

I know this doesn't specifically answer your question and many may not appreciate my input, but I would really look at investing in geographies that don't have these types of legislation and regulations. 

If you've already considered the purchase price point differences, I'd start to look at property tax rates to compare as well as landlord vs. tenant friendly state legislation for each area you've mentioned or look into further.

State AG's put those guys down.. and then wrote pretty strong legislation that became law ... like in Oregon you must be a licensed foreclosure consultant to work with those in distress
