Seems like they want a letter requesting the funds, so you might try writing a letter with the liens included and direct them to send excess funds to this or that lien holder.

By the way, they also can get a FREE house (Gov. pays the mortgage and the voucher holder gets a grant (free money) to pay the down payment)  I have had two tenants move out and get a free place.
