Don't bother with battery powered tools (except for drill/impact set) as in a few years time you won't be able to replace your now-outdated batteries and chargers, whereas quality chorded tools will work fine for decades without having to worry.

That means, you can charge rent to a tenant who breached their contract, until you get rent coming in from a new tenant.  

Im not familiar with Oregon law, so obviously follow your state law, but many places allow you to charge rent until a new tenant can be placed if they break a lease early. 

Our government already does tell us how much rent we can charge, rent control, 2017 we are allowed a 1.5% increase.

Again, the ones I was referred to seem to be for large complexes, or charge really high fees.

However you're often not required to also pay for other housing, you just can't charge rent while they can't live there.

yes I had power, a solar charger for a 12 volt car battery that I used to charge my phone and run 12 volt rv lights. 

And, even then, try getting a counseling appointment if you're not willing to pay for it.Or at least, if your definition of "relationship" business equals charity, then why charge rent at all?

Another example - if you have any new electrical or plumbing work done, such as an outdoor shower, hot tub, or electric car charger, all of these need to be permitted with the county.

I offer them to stay 20 days for free, but charge rent if they stay longer after that.
