Anastasia re-read this topic and others.Some TK providers say ( newly rehabbed )or as you say (rent-ready).If you have a property for 40k as it's total value and  it's needs a new roof for 4,000 that is 10% of the worth of the property.

After re-reading your first post, there definitely are drop ceiling tiles in most of the basement which I didn't measure past.
