Why don't the council members build more homeless shelters, soup kitchens and provide a nice weekly allowance along with the food-stamps and other taxpayer-funded benefits? 

Any local hangout spots within a block or two- bars, convenience store selling beer, soup kitchen or homeless shelter?  

If you get a million contacts, the rent is probably too low, so up the price.
