Ironically, many of the current tenants are in direct violation of the CC&R including a dental office, insurance office and a Head Shop.

Most of the time they work out of their truck... if they were really good at running a business (great paperwork hygiene), they'd likely be too expensive for investor work.It's absolutely OK to write up an invoice and make them sign it.
