We've encountered heavy traffic going north from Mission Viejo to that location, so now know to use 241 and then surface streets, not I-5.

Engage professionals to inspect major components such as the roof, plumbing (including sewer lines), foundation, drainage, electrical systems, HVAC, chillers, boilers, termites, exterior walls, balconies, stairs, rails, and concrete.

If it is surface mold (and non-toxic), you can try bleaching everything and keeping the dehumidifier running. 

Beyond the structure, foundation, and drainage being very questionable to begin with, this is an urban D-class Section-8 pocket neighborhood because down the road there's a well-know church halfway house that also houses child molesters semi-permanently.This was where I learned that the cheapest property usually isn't the best deal for our operation.

City services matter, and I found that sorely lacking TN wide, little things that make big differences like parks, sidewalks, drainage waste water etc etc..

If you control your water drainage from roof and reduce risk of tuckpointing the upkeep will be less so should be more cost effective

I am not saying this is a for sure terrible investment but on the surface it does not look like a very solid location for the new turnkey buyer to start. 

Now, hard surfaces are a different story.
