They may rent the home and the ornaization will manage.Such homes can be very profitable, I'd say that as expected profits go up so too does the political nature of getting one approved as there could be competition in an area for services and often it simply takes political pull to get a facility approved.This is certainly not for a beginner, as Jon and Don pointed out, there are regulations and business issues as well as the political nature of getting these facilities up and going.
