It’s it shady to make the fees low enough so it doesn’t cause much pain and I earn slightly more?

Hi Kyle- Your LLP is not going to be your best choice- look into the personal liability of an LLP (Partnership) VS LLC (corporation).I started my first company as an S-Corp (C-corp that elects to be taxed as an S) and it's a pain in the butt compared to an LLC.

The three simple houses next to mine, were all gutted and upgraded and not one of them or some of the others within a couple of blocks have been sold for three months.

Also you will always receive influence externally so at times you must block out the noise and listen to the voice within.  

Is that a pain?

No real large expenditures except possibly the detached cinder block garage which might need some maintenance in the future.

The values in that community are great, but your property sits outside of that community, literally a couple of blocks away.  

I agree with @Kelly N. though, any student looking right now is likely to be a pain.
