What I’d like to do is find some kind of win/win/win scenario where the product is we all make a bunch of money. 

So, you are absolutley correct, it depends on what your final product is going to look like.

Then wonder why they did it.. some of the top TK providers over the years morphed out of Section 8 all together wont manage them.. and moved up to A nd B class and simply sell 5 to 8% return product and do it well.. 

There's simply no way these guys are getting paid 50-75% more than I'm paying in California on average, and then the finished product is selling for 50% less.
