I’m sick of hearing no from everyone and being discouraged to actually get involved in RE any tips?

Check with the county and make sure what uses can actually be on the property.

The “being under contract on the replacement property“ before selling is no problem, actually recommended.  

I know placing judgment against them doesn't actually guarantee any payment to me, but didn't know if them filing bankruptcy made it any more or less likely that I would receive payment.  

That would be the best course to find out before you actually do it. 

In the actual property any sign that  gang has claimed the property such as gang tagged graffiti in or on the house.
