My augment is that you are going to have to pay taxes on your Qualified Retirement Money anyway so you might as well pay now while taxes are lower and not wait decades to finally get access to it.

It does blow my mind this place has sat for two full decades.

It can take decades to dig out of.

Even a decade ago, the capital was not the barrier - the logistics were.

Police on horseback at pert near every corner etc.. its a wild place.. but when you take a city of what was 2 million and enough housing for 2 million then over the course of a few decades it goes to 800k and whole blocks are full of abandoned homes  its just economic and physical obsolescence to use a Appraisal term.  

Account Closed  I have offered the my money 50 50 split for decades now.. very rare anyone takes you up on it at all and even rarer that anyone succeeds..

It takes time (most likely decades) and resources to scale up. 

On the other hand people have dreamed about moving to California for decades.
