It might also be an option to paint it (to seal in the asbestos), get a good studfinder and some really long eye screws, install the eye screws through the tile into the joists, and then hang a modern drop ceiling like you normally would (so it looks better). 

The boiler is about 16 years old and I'm not sure if theres a more efficient modern version that could help the numbers.

I am thinking in that direction too, as the city in which we invest has 3 teaching universities and big science and it may have a market for short term rentals.  

If it's a trendier neighborhood, then I'd say you should replace the siding to give it a more modern look.
