You local city site should have info or even a whole department that can usually answer you questions. 

The building department and/or city planner office for Jacksonville/ Onslow County would be a good place to start for permits and future plans.

I would submit that if you go to the licensing department they will have another term for your Broker and it might be (a fine or suspended) license. 

The second thing (that more people know about) is you can call your local fire department and they will burn down your home to use it for training.

If the bank will not honor the MO, which I think they WILL, I would call the Texas Department of Banking and open a complaint against the grocery store.
