Another note if your evaporator is designed for r22 it may not be rated for the much higher pressures of r410a.All of this being said, what makes you sure that the condenser is bad?

You could, and in my mind should, install the separate meters, and see about designating one unit as being responsible for common area usage.Have all bills go to you.

The "high" setting of most hair dryers is designed to be 1,800 watts - the full capacity of a 15 amp circuit.That panel looks to be relatively recent, and isn't one of the "bad" brands (Federal Pacific Eletric, Pushmatic, Zinsco), so you shouldn't need to replace the whole panel.
