When you save money for investments you are selecting new goals and prioritizing them over lesser value items.

I'm having a fairly tough time finding useful data on these items.

Obviously there are also items that don't require a permit like flooring, paint, and general repair work (i.e. you can repair a water leak in a pipe without a permit).  

However, at a higher level based on my PA knowledge which I assume is similar to TX:PA's municipal planning code grants building code and other enforcement authority which would cover all of the items you mention in PA. 

This way my money is protected by the equity in the deal regardless of your performance on finding a renter or missing a big ticket item on the repair estimate.

Realtors are being spoken of like they are a generic item available off of the shelf.

Depending on the description of the unit, you may or may not own things like:- Sheet rock of the walls- Kitchen Cabinets- Bathroom fixtures- Piping or wiring that just serves you unit- other things like a heating/cooling unit, interior doors, ....There may also be some items that the Association is obligated to replace if they are still original but not if they have been replaced.  

Most warranties will give you a cash settlement for items that you had to dispatch outside of the warranty.
