We are interested in meeting with a few real estate agents who specialize in small investment properties with the goal being to establish a great working relationship with an experienced agent right from the beginning.

@Sue Smith Hi Sue, I would start with understand what the rent comparables are charging, the average age of the buildings, local crime, special assessments and taxes, problem locals, etc.From there, I would start to understand why investors are or are not buying/selling properties in the neighborhood.

There are a couple of lenders that I've talked to personally and worked with that specialize in investment properties that have been very helpful in laying out or most viable options. 

I would check with an attorney that specializes in HOA/COA work, they would have a better idea of how to handle the situation.

But I think you're overplaying it's attributes and attempting to minimize the Bay Area's influence.
