The roach residue comes right off with vinegar so it wouldn’t be too bad to scrub them down, but the question is what is behind all the hard to reach places. 

Just make sure you look into all terms and conditions.. pre-payment penalties, and costs and fees involved.

Much cheaper to do all one color/sheen and looks clean and consistent.

There was a time I purchased a number of high end high rise condos; almost all maintenance is done by the condo association, further, I am able to hire the building engineer during their off hours to deal with any interior issues.
