Think it won't effect A and B areas--look at the BMW 7's and Escalades tooling around in the tough neighborhoods (they have more than enough money to spend).Forcing people to unknowingly house dangerous hard to deal with individuals (between prison sentences) is harsh.

Rent control is primarily a problem for people who buy without analyzing the properties and no plan to get the returns they expect, also if a tenant is paying mkt rent or a property is delivered vacant the new laws will have little impact on you.
