I would like to get me some recommendations on the different areas in Cleveland, looking for decent (I guess B and above) neighborhoods.

I’ve been extremely interested in working to find my first deal, but I’m caught between a rock and a hard place right now.

The property values are still rock bottom because no matter how nice the home, the location is what dictates the price. 

My initial intention was to purchase D using refi money from B and C.

I can't understand your question...but, you can 1031 from investment property A into investment property B and then later convert property B into your primary residence (rules apply).
