So I'd check locally 1) whether there is rent control 2) how long in advance should the tenants be given notice about the rent increase.And then do it gradually to avoid vacancies.

Good resources to check on rental rates though are Zillow Rental Zestimate (use only as a data point, verify elsewhere.  

I charge an hourly fee for late check-out (or early check-in) and set the maximum at 2 hours.  

Check the neighbourhoods around the city centre: La Saidia, Patraix, Les Corts,...Buy as cheap as possible, if it's for long term is better to buy a property without elevator, but with some space to be installed --> 30-40k maximum. 

Will they cross check Filed Taxes in the US, bank statements and proof of pay?
