Here in Chicago, they are all over any time of changes.Sounds like a great plan for a refi instead of the HELOC because if you are ready and able to use the money right away, you will get a better rate with the refi.The only issue with the refi would be if you want to refinance again after the renovation, that may be a bit more difficult, but someone like Jose could chime in on that.
