In terms of the car storage idea, as a mortgage broker I would raise at least one red flag to consider: if you ever want to refinance and you have a bunch of cars onsite, regardless of whatever the local zoning permits, that plus the somewhat obvious commercial operating business onsite will be a hard pass from most lenders.

Tyring to understand from operational point, wouldnt this be challenging getting tenants to pay for utilities under RUBS as they could still challenge on usage and billing.

Please note that this is not an apartment - rather he is renting a single room in a house and tenants in other rooms are not going to report him but will complain that they have asthma or other respiratory conditions and want to quit.Any actionable and constructive  (operational) suggestions are much appreciated.

Since this is a restriction for number of units an owner can have, I feel like they meant the maximum number of tenant properties an owner can operate.
