You can still collect if their is damage but they could refuse and you would have to file legal action.

So, I can legally advertise that I'm a home inspector in the state of Georgia without ANY consequence whatsoever.Back to the OPs point -- if he were in my state, he could write up an inspection report and hand it to the seller, and it would be perfectly legal.

Real Estate is a fantastic vehicle.Having said this, you need to be 18 to enter into a legal contract, take this time to educate yourself, hook up with a mentor and by the time you are 21, you will have a lot of experience and the $$$$ will follow.
