We want a company that does a good job with measurements, can get the material to us within 2 weeks max and represents a discount off custom cabinet prices.

We have great appreciation, low property taxes, low property insurance, and lots of demand from high rent paying customers.

I have my rentals linked from my custom website which I'm trying to attract visitors with content like blog posts.  

It takes 6 months to get plans and permits though.

The cut in card and pressure test both get done by the city building inspector and require a license plumber and license electrician to pull a permit for them.

It was brought to my attention yesterday that the seller has not obtained a Use and Occupancy Permit.

@Rhonda WilsonYour advice to Bernard is totally off for two reasons:1) IRS rules do not permit IRA funds to be invested in life insurance:https://www.irs.gov/retirement-plans/retirement-pl...2) And two, I totally agree with @Steve Vaughan that insurance policy as an investment is very poor choice for the reasons he described. 

But I'm a little shaky on whether I'm legally permitted to do that.

I agree with everyone's post so far, only thing I can add is to call the town building department and see what work was permitted at the site.
