There were some cheap condos I purchased in 2009-2012 about 50 miles outside DC.

Best way (in my experience for those investors who use the draw system) is to do demo first (as it is fairly cheap and mostly labor costs) and then request your first draw.

Learn location, connect with lender, buy cheap, ask biggerpockets.

Also its not cheap.

Would the bank give me enough that amount of money in a HELOC when the house was bought for so cheap.

I use it and love it.And, if you decide you want a second cell phone, you can get them for cheap and just have unlimited calling/text for like $15/month.
