The most recent publication (used by the Department of Number's)  original source is actually the Bureau of Economic Analysis (via the US Dept. of Commerce), which also listed the top growing GDP for South Dakota as Agriculture, Fishing, and Forestry, followed in Q4 2019 growth spikes in Utilities, and then Retail.

I've worked on several tear down and rebuilds in La Jolla and generally they are getting all new utilities anyway, so a bad sewer/water is already accounted for essentially.

This is the municipal code that the tenant quoted that allows them to withhold rent:5-12-110(f)(4)“Withhold from the monthly rent an amount that reasonably reflects the reduced value of the premises due to the material noncompliance or failure if the landlord fails to correct the condition within 24 hours after being notified by the tenant; provided, however, that no rent shall be withheld if the failure is due to the inability of the utility provider to provide service”They ended up withholding 2 days of rent and would not reply to the previous owner’s correspondence afterwards.

Tile and laminate flooringOccupied by tenants who are paying 1800/month each and pay all utilities and take care of yard maintenance.Landlord pays water/sewer which is 190/monthIm thinking of offering 450k with a 20% down payment in cash of around 90000-100000 and carrying a 30 year loan with a mortgage payment of around 2075/month (tax and insurance included).It seems it would cash flow 1525 a month before accounting for maintenance, capex, and vacancy percentages.Am I calculating this right?

Normally net passive losses can't be utilized on your return to offset other income.There is an exception is if you have passive losses from rental real estate.
