You don't want the animals on your property, so don't accept them.I would only allow the parents to move in if they were willing to sign the lease and pay market rate, and that assumes they pass your screening (based on what you've shared, I doubt you're screening applicants properly).

However, we found out there was some disconnect between their closing department and accounting department whereby they never were able to confirm the details and ended up wiring the funds without getting proper validation.

Some things we will contract out (new city electric connection and breaker box, cutting the concrete for egress doors and windows (not installation, just cuts, we'll do the rest) and the rest we plan to do ourselves. 

We installed 3 natural gas furnaces and did a couple minor upgrades.
