When that unit turns over in the future, the first thing I am doing is paying a contractor to fix those bedrooms to be able to “normalize” the space and be able to achieve top market rent for it :) You live and you learn!

Here it is: We currently own a 2 family home of 2000 sq. ft and we are going to finish the attic BUT we are not sure if we should designate it with the Zoning dept. as an office space or a bedroom.

The fire dept turned off the water at the street by the time our guy got there, and the City quickly got involved exerting a fair amount of pressure.In the interests of keeping this story short, these are all the things that we had to do: Communicate with the property owner, the tenants, and the city constantly, offer hotel rooms to affected tenants (some took us up on this), secure the building from future squatters, get the water main and all pipes thawed out, have the water company turn the water on at the street, have a crew of plumbers isolate and repair/replace broken pipes in a muddy crawl space, clean up the mess created by the water in the basement/crawl space, get into all apartments to inspect for damage, test and get water service restored, and repair some internal damage to one of the apartments (that's still in progress), and apologize to the tenants.

If you go over 3600 sf you will need to do a fire flow test and depending on the results may need put in sprinklers , although it doesn't sound like you will be getting that big.You need to park both units (duplex or main house+ADU), each unit needs 2 off street parking spaces for a duplex; main house needs 2 but an ADU only needs one and it doesn't need any if it is within 1/4 mile of an Imagine Austin Corridor (Burnet or W Anderson both are I believe).Also a duplex needs to have a shared wall that is at least half the length of the depth of the building (the wall can jog and zigzag, but the total length has to be >.5 of the overall depth front to back of the building).
