@Kaira Resch The lease should address this types of situations, meaning that the rent is abated at the time the tenant can not occupy the property, meaning they could use their rent to pay for elsewhere to reside during this time.

May be a good idea to go to your city/ county permit office and have them run the address to see if there are any updates that they are tracking you may need to make as well as the timeframe you will be expected to.
