It may be something that could be done administratively depending on the position of the commission (assuming there is one) and the authority given to the enforcement officer.

Slowing paying or non-paying borrowers do require a fair amount of work and administration.

The executor or administrator is expected to prepare a budget with an estimate of the federal estate tax, fees for the executor and attorney, administrative costs, cash bequests under the Will, and debts or claims.

The administrative costs to create the loan out run short term prepayment in most cases.

There are other online databases that are more current but many of these are membership based - though some offer trial memberships so you can take a look around.

I have been browsing the MLS database for a few months now strictly searching for duplexes to live in one half and rent the other, but haven't found any I would personally want to live in, and am now extending my search to single family units. 

I use my local (Chicago) recorder's office website, but I can't download the entire database.
