Hello Mary,The law does state that HOA's can charge fee's for the review of submitted plans which associate to the costs the HOA pays for architects or consultants to review the plans. 

Each state has adverse possession laws which must be strictly adhered to for obvious reasons.

Biggest suggestion is that becxareful when folks gives you advice especially pertaining to tenant laws/evictions as MA has the most friendliest laws.
