It's frustrating that the HOA can regulate noise (among other things) which can enter someone else's home and become a nuisance, yet they can't regulate smoke which does the exact same thing, especially when we live in such tight spaces.My husband and I have tried to politely discuss this with the neighbor but we have been met with resistance and the neighbor has become volatile and threatening.

Leave out the finishes (trims, paint, fixtures) leave everything rough, just drywall and slab floors, a weather tight structure, not not much else. 3) resell the shell home to an investor buyer or contractor who is confident they can finish it nice and for cheap.
