the state diversification is 90% non minority and 10% everything from Black HIspanic Indian Chinese Japanese etc etc.. bad neighbors are just bad neighborhoods.. low income Is low income.. although in the Portland metro area there are no hoods .. probably the lowest crime rate of any major MSA in the country..
